A while back, we tracked down the wealthiest place in each of Oregon's 36 counties.

As we started to compile a list of the opposite, we discovered we can sift through IRS data by ZIP code. Instead of merely tracking the information down by city, we could now go down to the neighborhood in cities with more than one ZIP.

The methodology

We started with an IRS file full of Oregon income data broken down by ZIP. We started with areas across the state with the highest percentage of returns filed in the $1 to $25,000 range.

From there, we pulled up Census data to match our tax information to get a broader picture. We chose the median income and percentage of food stamp/SNAP beneficiaries to further narrow down our results.
